Welcome to the Taylor County Family Resource Center (FRC).  My name is Ann DeSimone Mattingly.  I have been the director of the Taylor County Family Resource Center since its inception January 1999.  Before coming to Taylor County, I served as the director of another FRC in a neighboring county for 4 years.

Beside my experience as a FRC director, I have taught 5th grade.  I hold a Kentucky teaching certification.  I also hold certification as a certified school guidance counselor (K-12) and a School Social Worker.

The Kentucky Family Resource and Youth Services Centers were established as a component of the historic Kentucky Education Reform Act (KERA) of 1990. The mission of these school-based centers is to help academically at-risk students succeed in school by helping to minimize or eliminate noncognitive barriers to learning.

FRYSCs are strengthened by community partnerships in their ability to provide vital programs, services and referrals to students and their families. These partnerships are crucial in promoting:

  • early learning and successful transition to school;
  • academic achievement and well-being; and
  • graduation and transition into adult life.

Each center offers a unique blend of programs and services to assist the individual needs of their student and family client populations.  The goal of the FRYSCs is to meet the needs of all children and their families served by the centers as a means to enhance student academic success.
